Earlier this year, Ecolab alcohols and disinfectants were rebranded (previously Shield Medicare) and the name of each product was changed to reflect its active ingredient.
The change only affected the labelling – the formulation, raw material, packaging, manufacturing process, manufacturing site and quality control all stayed the same.
For the vast majority of our clients, this just meant a quick update of the name of the products on their purchasing systems and they were good to go and continue ordering the alcohol disinfectants
and biocidal disinfectants.
It is only now that the 1st September has rolled round and the new Biocidal Products Regulation (BPR) has come into force that we can fully appreciate how legislation driven and timely these changes were.
Biocidal Products Regulation (BPR)
As of the 1st September 2015, in accordance with Article 95 of the Biocidal Products Regulation (BPR), as amended by Regulation (EU) No 334/2014, all manufacturers of active substances must be included on the Article 95 alternative suppliers of active substance list.
The list is ordered by active substance and under each ingredient is a list of the manufacturers that have met the regulatory requirements. Put simply, if the manufacturer is not on the list, they are not permitted to produce the cleaning solutions with that active ingredient.

Suddenly, Ecolab’s renaming of Biocide A to Quat / Biguanide
(for example) makes cross-referencing product against regulation intuitive. It simplifies their traceability and compliance to the Biocidal Products Regulation (BPR).
The labelling update also meets the requirements of the recent European Legislation for Classification, Labelling and Packaging of chemical substances and mixtures (CLP) regulations with updated hazardous material pictograms.
